A staff member of the Electricity Company of Ghana (ECG), Mr. William Seli Keh, has allegedly duped 1,479 individuals in the Krachi East Municipality of the Oti Region of GHC 14,790 through a fake meter registration scheme.
In April 2024, Mr. Keh claimed to have procured meters for registration and requested assembly members to register residents who needed meters. However, it was later discovered that the meter procurement claim was false.
An investigation by journalist Ibrahim Nsor revealed that Mr. Keh was previously interdicted for three years in Kpando, Volta Region, for similar misconduct before being reinstated after promising good behavior. The investigation also showed that Mr. Keh collaborated with six assembly members from various electoral areas, collecting GHC 10 from each victim under the guise of meter registration.
The assembly members, unaware of the scam, facilitated the process in areas including Katanga East, Dormabin North, KpareKpare, Kwame-Akura West, Dambai Zongo, and Dambai Lakeside electoral areas. A total of 243 individuals were registered at KpareKpare electoral area, 96 persons registered at Katanga East, 282 took part in the registration exercise at Dormabin North, 127 individuals also registered at Kwame-Akura East, 300 residents at Dambai Zongo, and 440 individuals respectively at Dambai Lakeside.
The investigation revealed that Mr. Keh collected money from affected electoral area assembly members during unofficial meetings, including the late Krachi East Municipal Chief Executive (MCE) Mr. Bernard Aborkugya Mensah’s funeral ground and in town, rather than at the ECG office. This raised concerns about his intentions.
A delegation led by the Presiding Member (PM) of the Krachi East Municipal Assembly, Mr. Rockson Okru, and his entourage visited the ECG District office and found that management was unaware of the exercise. During an investigation, Mr. Keh acknowledged his misconduct and requested a meeting with the GNA team to resolve the issue.
Mr. Keh accepted responsibility for his actions and requested a three-month period to refund the collected money to the affected electoral area assembly members. He also pleaded for leniency, citing his previous misconduct at Kpando in the Volta Region, which could lead to his total dismissal if the matter is not handled discreetly.
When contacted, the ECG Municipal head office in Dambai confirmed that they were unaware of the exercise. The Municipal Manager, Madam Irene Odame, stated that the office had not received any official notification or letter regarding the exercise conducted by Mr. Keh.
