The Ashanti Regional Coordinating Council (RCC) has successfully signed a Performance Contract with the Kwadaso Municipal Assembly, led by the Municipal Chief Executive, Hon. Eric Assibey, in a move widely regarded as a significant boost to Ghana’s decentralisation and public sector reform agenda.
The signing exercise, conducted in strict compliance with national guidelines, was completed within the stipulated January 30 deadline set for all Regional Coordinating Councils across the country. The timely execution once again positions the Ashanti Region at the forefront of effective public administration, institutional discipline, and responsive local governance.
The regional signing followed the national Performance Contract signing ceremony for all sixteen regions, which was hosted in Asokwa, Kumasi. That national event further highlighted the strategic importance of the Ashanti Region within Ghana’s governance and administrative framework.
Speaking at the ceremony, the Ashanti Regional Minister, Dr. Frank Amoakohene, underscored the critical role Performance Contracts play in strengthening local government administration. He explained that the contracts provide a clear and structured framework that aligns all Metropolitan, Municipal and District Assemblies (MMDAs) with defined development targets, measurable outcomes, and clearly articulated service delivery standards.
According to Dr. Amoakohene, the Performance Contract system is designed to deepen accountability, enhance inter-institutional coordination, and promote a results-oriented culture across local government structures. He noted that the framework enables MMDAs to plan, implement, and monitor development programmes more effectively, ensuring that policies translate into tangible benefits for citizens at the grassroots.
“The successful signing of these contracts demonstrates our collective commitment to disciplined public administration, improved service delivery, and transparent governance. It ensures that every MMDA in the Ashanti Region operates within a clear performance framework that prioritises results, efficiency, and accountability,” the Regional Minister stated.
The Ashanti RCC further explained that Performance Contracts serve as a practical tool for tracking institutional performance, improving efficiency in the use of public resources, and ensuring that government interventions at the local level yield measurable development outcomes.
The initiative aligns directly with the President’s governance reform and national reset agenda, which places strong emphasis on strengthening public institutions, enforcing accountability mechanisms, and ensuring the prudent management of state resources. Under the framework, Metropolitan, Municipal and District Chief Executives are expected to translate national and regional policy objectives into concrete development actions that enhance the quality of life of citizens.
Dr. Amoakohene commended Coordinating Directors, MMDCEs, and officers of the Local Government Service for their professionalism, cooperation, and dedication throughout the process, noting that their collective efforts ensured the smooth, transparent, and timely completion of the exercise.
The Council expressed optimism that the signed Performance Contract with the Kwadaso Municipal Assembly will serve as a catalyst for improved service delivery across key sectors, including infrastructure development, sanitation, education, health, local economic development, and social services.
As implementation begins, the RCC assured the public of its unwavering commitment to continuous monitoring, evaluation, and institutional support to ensure that all assemblies record measurable progress, strengthen local governance systems, and contribute meaningfully to national development goals.
“With shared responsibility and sustained commitment, we will continue to work diligently to ensure that the people of the Ashanti Region experience improved services, accountable leadership, and inclusive development,” the Council affirmed.
