The Ghana Education Service (GES) has directed all Regional Directors to ensure the timely submission of data on transfer grants and other staff allowances for the 2026 financial year, as part of efforts to streamline budget implementation and improve staff welfare across the country.
In an official circular issued by the GES Headquarters in Accra, management emphasized its commitment to the payment of transfer grants, including watchmen and security overtime allowances, to qualified staff. The directive forms part of the Service’s broader strategy to ensure fairness, accountability, and efficiency in the disbursement of allowances.
The statement urged all Metropolitan, Municipal, and District Education Directorates (MMDEs) to take immediate steps to compile and submit the necessary documentation for eligible staff. According to the directive, only staff who qualify within the stipulated period will be considered for the allowances.
To guarantee transparency and accuracy in the process, MMDEs have been instructed to constitute a verification committee. The committee, to be chaired by the District Director, will include key officers such as the Human Resource Officer, Budget Officer, Internal Auditor, and Accountant. Their mandate will be to verify, validate, and approve the list of beneficiaries along with all supporting documents before submission to the national level.
GES further clarified that the eligibility period for the transfer grants spans from September 2025 to March 2026. This timeline, according to the Service, is intended to ensure that only legitimate claims within the approved budget cycle are processed.
Providing guidelines for submission, the circular indicated that all applications must be completed electronically. Committees are required to access designated online platforms, fill out forms for each applicant, and upload relevant supporting documents corresponding to the specific allowance being claimed. In addition, summary sheets must also be submitted through a separate link provided by the Service.
Management stressed that individual submissions outside the established committee system will not be accepted, reinforcing the importance of due process and institutional oversight.
The GES has set Friday, April 24, 2026, as the deadline for all submissions, warning that late entries may not be considered. Regional Directors have therefore been tasked to ensure strict compliance among all MMDEs under their jurisdiction.
The circular, signed by the Director of Human Resource Management and Development on behalf of the Director-General, was copied to key officials including Deputy Directors-General, Finance and Audit Directors, and Heads of Divisions, underscoring the importance of the exercise.
Education stakeholders have welcomed the move, noting that timely payment of transfer grants and allowances remains critical to boosting morale and enhancing productivity within the education sector.
As the deadline approaches, all eyes will be on the various directorates to ensure adherence to the guidelines, as the Ghana Education Service continues its push toward improved administrative efficiency and staff welfare.
