Ministry Of Education Speaks Fact On Alleged Misappropriation Of Fund By A-G

Our attention has been drawn to the portion on Education of the Auditor-General Report for the year 2020 of 2019 Financial Year which is being discussed in the media.

We wish to clarify the issue and correct the misconception created in the media towards the Free Senior Secondary School (FSHS), Secretariat about a purported misapplication of an amount of GH19, 217,802.00
The following are the facts:
In 2019, the then Minister for Education approved the said amount to be borrowed from the Free SHS account to support urgent activities of the National Council for Curriculum & Assessment (NACCA) and the Ghana Education Service (GES).

These activities were to be funded by Ghana Accountability and Learning Outcomes Project (GALOP), a Basic Education reform project funded by the World Bank.

GALOP at that time had not released the funds to NACCA and GES to implement the time-bound activities. NACCA and GES have since paid up the borrowed amount into the FSHS accounts. Full payment was made on 31/12/2020.

Copies of documentation covering the internal transaction are available for your review upon request anytime as the Ministry, Free SHS Secretariat, NACCA and GES are all keeping copies.

The office of the Auditor-General has been notified for the needful to be done.
The Education Ministry is by this statement emphasizing that there has not been any such misappropriation of funds as is being peddled around.
