The Ashanti Regional Coordinating Council (RCC) has formalised a Performance Contract with the Oforikrom Municipal Assembly, led by the Municipal Chief Executive, Hon. Anwel Sadat, in a move widely regarded as a major boost to Ghana’s decentralisation and public sector reform agenda.

The signing exercise, carried out in strict compliance with national guidelines, was completed within the January 30 deadline set for all Regional Coordinating Councils nationwide.
The timely execution once again places the Ashanti Region at the forefront of effective public administration, institutional discipline and responsive local governance.
The regional exercise followed the national Performance Contract signing ceremony for all sixteen regions, which was hosted in Asokwa, Kumasi, underscoring the strategic importance of the Ashanti Region in Ghana’s governance and administrative framework.
Addressing participants at the ceremony, the Ashanti Regional Minister, Dr. Frank Amoakohene, emphasised the critical role Performance Contracts play in strengthening local government administration. He explained that the contracts provide a structured framework that aligns all Metropolitan, Municipal and District Assemblies (MMDAs) with clearly defined development targets, measurable outcomes and service delivery standards.

According to Dr. Amoakohene, the Performance Contract system is designed to deepen accountability, enhance inter-institutional coordination and promote a results-oriented culture within local government structures. He noted that the framework enables assemblies to plan, implement and monitor development programmes more effectively, ensuring that policies translate into tangible benefits for citizens at the grassroots.
“The successful signing of these contracts demonstrates our collective commitment to disciplined public administration, improved service delivery and transparent governance. It ensures that every MMDA in the Ashanti Region operates within a clear performance framework that prioritises efficiency, results and accountability,” he stated.
The Ashanti RCC further explained that Performance Contracts serve as a practical tool for tracking institutional performance, improving efficiency in the use of public resources and ensuring that government interventions at the local level yield measurable development outcomes.
The initiative aligns directly with the President’s governance reform and national reset agenda, which places strong emphasis on strengthening public institutions, enforcing accountability mechanisms and ensuring the prudent management of state resources. Under the framework, Metropolitan, Municipal and District Chief Executives are expected to translate national and regional policy objectives into concrete development actions that improve the quality of life of citizens.
Dr. Amoakohene commended Coordinating Directors, MMDCEs and officers of the Local Government Service for their professionalism, cooperation and dedication, noting that their efforts ensured the smooth, transparent and timely completion of the exercise.
The Council expressed optimism that the Performance Contract signed with the Oforikrom Municipal Assembly would serve as a catalyst for improved service delivery across key sectors, including infrastructure, sanitation, education, health, local economic development and social services.
As implementation begins, the RCC assured the public of continuous monitoring, evaluation and institutional support to ensure that assemblies record measurable progress, strengthen local governance systems and contribute meaningfully to national development goals.
“With shared responsibility and sustained commitment, we will continue to work diligently to ensure improved services, accountable leadership and inclusive development for the people of the Ashanti Region,” the Council affirmed.
The successful signing further reinforces the Ashanti Region’s reputation as a national leader in governance coordination, accountability and effective decentralised administration.
