Public Utilities Regulatory Commission Announces 2026-2030 Tariff Review Decision for Electricity, Natural Gas, and Water

The Public Utilities Regulatory Commission (PURC) has announced its decision on the 2026-2030 Major Tariff Review for electricity, natural gas, and water services in Ghana.

According to a statement released on December 2, 2025, the Commission has determined that there will be a 9.86% increase in the electricity tariff across all categories of electricity customers.

The PURC conducted the review in line with sections 3, 6, 17, 18, 20, and 21 of the PURC Act, 1997 (Act 538). This major review, which considered both capital expenses (CAPEX) and operational expenses (OPEX), was undertaken in September 2022 and reviewed in 2025. Operational expenses beyond the control of service providers are considered in quarterly reviews.

Water tariffs for all customer classes will experience an upward review of 15.92% over the tariff control period (2026-2030).

The tariff adjustments result from the Commission’s consideration of utility tariff proposals, stakeholder consultations, and regional public hearings. Factors considered in the Multi-Year Tariff Order (MYTO) decision process include:
– Evaluation of the regulated asset base of utilities for 2026-2030 to meet investment requirements.
– Quarterly reviews to adjust for factors beyond the control of service providers, such as exchange rates, inflation, and fuel costs.
– Maintenance of the real value of tariffs while protecting consumer interests.
– Inclusion of mini-grid tariffs for universal electricity access.

The Commission aims to balance the need for utilities to meet investment requirements with the protection of consumer interests amidst the general living conditions of consumers.

The new tariffs will come into effect on January 1, 2026, and will remain in force for a five-year period spanning 2026-2030.
